Under no load, I was seeing 60V 2A in at the controller and 14.5V 8A out (mostly charged battery). Under a HEAVY (60A) load, it went into boost and I was seeing 42V 7A at the controller and 25A out to the battery according to my clamp on meter.
Once I get proper wiring, and get it set up right I believe it will work just fine!
When I said no load - I meant it was charging the battery (probably 85-90% SOC) but no additional load. So it wasn't really Voc. Later I ran my heat gun on low from my 2000W inverter and it went into boost and pushed up the amps.
