The gist of the matter is the guy bought something he didn't have the money in the account to pay for so his account got overdrawn. Of course E-bay is going to be hard to contact regarding purchases. They are an aggregator of probably 100 million sellers who have absolutely no relationship to E-bay other than they listed their junk for sale on E-bay's site.
Personally, I only order from US companies that show they have the items in stock. I don't have, and wouldn't expect anyone to have, any confidence that a $2.00 item will ship from China and arrive at my doorstep in a couple of days. It has nothing to do with UPS, FedEx, theft, customs or anything else. It has to do with the fact that you are dealing with a supplier 10,000 miles away who speaks a language that has no common elements with the language I speak. Why should you expect some Chinese shipping clerk making probably 15 cents an hour to be exact in copying your shipping information all written in a language that is "Chinese" to them.
