My Honda 2000 12 volt reset button will not reset. Any ideas?

Looking at the parts diagram I believe it's evident that there are no electrical connections to the rotor, which I've read somewhere contains rare earth magnets. On the Control Panel parts list it shows the price for the DC connector/breaker assembly as $58.65, pretty darn unreasonable!
