If I can only chose one or the other then without a doubt I would choose: A, more power!
The EU2000i barely has enough power to start my 9000btu air conditioner when hot and at higher altitudes. With the A/C on I haven't got enough overhead to run other appliances like the fridge, battery charger, or electric hot water heater. In addition, I need to turn ECO Throttle off in order to run the microwave (with no other AC loads running). A 400W increase would make all the difference in the world!
BTW, my current EU2000i is only rated at 1600W continuous... not sure where your 1800W number came from.
A 3dB decrease (that's one-half the sound pressure!) would be a spectacular improvement and would definitely be appreciated, but my Honda is already quiet enough that I can barely hear it from inside my camper... and that's with it running inside the generator compartment.
