Okay, now we know the difference between tanks and cylinders, as stated and promptly forgotten, as in who cares. Demand and construction differences are the reason the horizontal cylinders are more expensive than the standard BBQ cylinders.
Horizontal cylinders are designed to be filled in the horizontal position as there isn't any base ring for them to sit on during filling. They would promptly fall over if you tried to sit them upright.
$157 appears to be a pretty good price, my 2015 catalog lists Manchester Tank's, 4 gallon CYLINDER at $234. A Manchester, 5.5 gallon TANK is $595.
