How do you remove self-tapping screws from RV frame?

Quite a few of the screws holding the skirting to my rig have snapped off heads. I've been putting in new screws but I really don't want to drill a lot more holes into the frame. I've broken off a cou...

Can you get to the back side of the screws? If so, soak for a couple of days with a good penetrating oil and then use vice grips to remove.
