wowens79 kinda sorta got it right.
As of 2009, TVs were required to have digital ATSC tuners for OTA programming. However, QAM tuners for digital cable programming have always been optional on TVs.
As someone who has worked at a campground with digital cable, it can be a great source of confusion. Most folks expected their new flat screens to work at our campground, but many of their flat screens were inexpensive and didn't have a QAM tuner.
If your TV doesn't have a built-in QAM tuner, here's one of the few alternatives -- iView 3500STBii. However, it's not very good.
