Some campgrounds you have to pick up a DTA (Digital to Analog) box from the office if the cable company encrypts its signal. Other companies don't encrypt, and you can just plug directly into the TV.

I see them all the time that don't have a QUAM tuner in them. I work for a small cable company that uses a digital signal, but we do not encrypt so that the customer does not have to have a box on every tv. There are numerous brands that have an OTA tuner, but will not tune the digital signal from coax. You typically see this on the budget brands (Westinghouse, Hisense, Element etc).
