That DVD-but-not-Blue-Ray seems to be the theme for the built-in players in at least the smaller LCD's. Before replying initially I had an online chat with a Best Buy rep, and she confirmed DVD-only. Also said the 19-1/2 TV/DVD came with 120VAC and 12VDC cables. Sounds like the Naxa mentioned above. Agree there's no need for hi-res in that small a screen. About impossible to tell up to around 40-inch from what I've been shown.
Seems to me that BB might use different manufacturers for different sizes in the Insignia line. First one we got was the 27" (maybe 29") that just fits our RV on a $30 VESA swing bracket from Amazon. It's outstanding in every way. So is the 19"/12VDC we got for the RV bedroom. So we bought a 32" for home and it doesn't have as good viewing angle or sound as the other two. Oh, it's OK but the difference is apparent and somewhat disappointing. Quality ought to be the same across a product line.
