Check and see if the step is binding ... disconnect the cotter pin which hold the motor to step .. step should swing smoothly. With the step disconnected then try and energize the motor and see if that operates properly. Most step issues are power related and many of those are based on low battery or corroded ground wire (ground wire being a popular culprit).
