Landing Gear Motor works out, but not when in place

I had a different thread about this issue a few months back. But the motor started working. Now it's quit again and I'm in a position to take it all apart. When I unbolt the motor from gearbox/whate...

I can hand crank the gear up and down. I'm plugged into shore power. I can hook my volt meter all along the cable to the switch, and back to the motor. It's 13 volts at each point I check.
