Why would a transfer switch need a large squirrel cage fan?
It's a bit of a long shot, but I wonder if maybe it's a central vacuum system that happens to be on the same circuit as the air conditioner for some strange reason. It could also be some sort of a blower/air handler for the heating and cooling system, though that would be rather unusual for use with a standard RV roof-mount air conditioner.
