if its a low point drain it will either have a cap or a valve to be able to drain it. if yours has the valve and you closed it and its still pouring out then you need a new valve. if it was a cap system like mine then it needs to be capped, or you can replace the caps with a valve. oh and there is no picture in your post so I have no clue what bolt your talking about
