Well first of all many thanks to everyone that has chimed in with advice. It has been enlightening and helpful.
I think I have discovered the problem. I verified that my wiring of the capacitors is correct based on the links to the manuals showing how to do it.
So I decided that maybe something in the control box in the ceiling is defective? So I got the part number off of it, and found the service manual. Here is what I found out.
*Thermostat, getting power and checks out on all terminals.
*Next step called for taking the cover off the electrical box. When I did, I smelled something burnt.
*I proceeded with troubleshooting from this manual. http://bryantrv.com/docs2/docs/dt_ac_hp_service_2012.pdf Take a look at page 19-20.
*took out my multimeter and set it for continuity mode. Compressor pin checked out fine, which is the blue wire. But the black pin connector, which is the High/Fan circuit, I got zero continuity.
*Low fan circuit checked out with continuity.
Based on the troubleshooting of this component, if any of those pins is hosed, the whole box has to be replaced. Fantastic.
