Need outlet wiring help. Can I use 220 volt wiring?

You absolutely can just as Brian describes above.
Spa circuits are usually 50A 240V just like the 50A supply bigger RV's use and always have a neutral for 120V function of the electronics. I would rewire it with a common range receptacle (like 50A RV's use) and then plug a 30A adapter into that to power your RV.
