Hi,

Welcome to the forums.

15 volts is a bit too low. By the time the panel heats up in the summer it may not be practical.

BFL13 has tried a cheap MPPT controller from Ebay.

Seeing as the panel price is extremely low, I'd "go" for a controller that cost a bit more. Temperature compensation is a "must do" imho.
