newbie trying to build solar system on a budget

only two circuits i can get out of each panel is to either wire it the way it is or i can get 3 individual circuits which is only 24 cells each which again puts me on the low side.... each row of cells in diagram is 12 long and just went outside and row of 24 cells was making 14.45 volts...again no sun visible and some snow on the ground....or the series/ parallel route opens up another circuit...right now i also got 28.5 vdc sharing those 4 centre cells...if that makes sense
