no brake lites or hazard but turn signals flicker

This is a 2004 Journey on Freightliner XC chasis. I have no brake lites except the foot long light bar in center of the back cap. I have no hazards either. Turn signals both, work but no clicking sound. Turn signals more of less flicker. Do have tail lights.

I have checked bulbs and fuses, all good. Seems to me the flasher is bad but don't know how to find it or even if one exsists. Any thoughts?? Tom C
