What happens when you pull the manual lever. Do the brakes come on then?
Also, as it is a enertia controller. It may not activate the brakes with the pedal, while sitting still. Unless you have the boost set high.
BTW. My brakes make no noise that I can hear while sitting still. But they do work while moving.
