No they should not have locked. They do not work like your truck brakes. They are enertia brakes. Meaning they only work when moving. Your brake controller "Feels" how hard the TV is slowing down, and activates the trailer brakes to match. IF the TV is sitting still. The Brake controller feels nothing, and does not activate the trailer brakes.
To truly check your trailer brakes. Start down the road, and when you get to 25 MPH. Activate the trailer brakes with the MANUAL lever on the controller. Do NOT press the TV brake pedal. IF you feel the brakes come on they are working. Then you can adjust them to the correct setting. See your owner's guide to find out how.
BTW. The warmer they are, the better they work.
