Ok that looks like a single valve bypass system on the water heater assuming tht show of the valve bay is the bypass valve
On that system there is a check valve on the outlet side of the water heater.
it limes up and sticks closed.
You will need to get to it and remove it or gut it
Then install an additional quarter turn shut off valve in the HOT line before between the heater and the bypass valve. Or replace the check valve.
