California, ah.....
The land where they wanted to monitor cattle "out gassing" and outlaw barbecue starter fluid. And they marched en masse dressed in Nike gear to protest Nike child labor outlaws in Indonesia.
Where they outlawed the sale of pennyroyal oil, one of the most effective insect repellents known because a few idiots were drinking it.
Your generator will be legal. Like was mentioned only SALES of intelligent items are banned. CARB insists chemical laced gasoline that reduces mileage 10% is good for the environment so it becomes expensive state law. Buy your gasoline outside California.
I take it you do not think a 5,000 cow herd (per dairy) has any effect on air quality. In 2011, there were approx 1.8 million head of cattle in CA. That lead to a "LOT" of outgassing.
Come take a look and "try" to see the Sierra Mountains on an average day. Occasionally, we can see them. Air has improved somewhat because of EPA/CARB, but heavy truck traffic and still to many old cars are making it difficult.
