On a brand new refer I would look to see if there are any insect nests or cobwebs obstructing you flue or burner tube. Not likely rust or dirty flue. Does your refer vent out of the top? If so you can remove the cover and look down inside with a flashlight to see what might be obstructing the flow. Do you have a vent fan on that unit? Has it stopped working?
