Flame looks good in your picture
The only difference between electric heat and propane heat is means of heat transfer to perk tube.
Electric element is in direct contact and propane relies on heat being transferred by spiral baffle inside flue.
With a roof top vent....have to remove vent to access top of burner stack to check heat cap and flue baffle
Other than getting to burner and control module not much can be done from lower access vent.
Have you rechecked freezer/food section temps....are they still increasing on propane?
