You could also try a reset by unplugging both the 110 and the 12 volt, let it sit a few minutes and then plug the 12 volt in first, then the 110. We have reset our circuit board that way a couple of times. This is assuming that your black box is not tripped and lit up.

Is it on AUTO? if so it should switch to propane if there is not 120V for the electric heater elements. If on auto then go outside and take the vent cover off and see if there is a red light on the black recall box. If on try resetting with a strong magnet run across the box assuming it's a Revision E or higher.

Sometimes the breakers are funny about resetting... Have to really hold down in the OFF position to get it to mechanically engage again. These never get really used since it was installed probably in 2009 when you joined the forum here...

Along this line and the age of the breaker this one time may have done it in...

It looks like the cut-off switch is lit up. Looks like that is the issue.

Get out the meter and see if the breaker IS 'fine'.
