Chances are the city water and power will be shut down in sync with the evacuation order during the flood event. That is what happened in Calgary in late June.
A battery back up is a good plan BUT these batteries must be ventilated to outside and located above the highest expected water level. Batteries in a basement subject to flooding is not a good plan.
Another thing discovered during the Calgary event, a Honda 1000 was not capable of handling a couple of sump pumps (yes, one at a time) we tried to run.
