You are totally incorrect in your assumptions. The water is always on and available, no tap to open. It functions on the venturi principle and removes a claimed 3 gallons of waste for every one gallon used. It may seem like a waste of water but consider this;
no battery
no charger
no DC powered pump
virtually nothing to maintain or replace after initial purchase and installation.
