I am not familiar with your onan but on my old kohlar it has two boards. The main board and a governor board that controls the rpms. If yours has a mechanical governor like a lawn mower you should only have one board and that is what I would check. Also a failing coil can cause the same symptoms. Flight systems and Parts for Tech have helped me in the past with my generator problems. Call them and they will give you things to check and hopefully help you narrow down your problem.
