I adjusted my water pump to put out the least amount of pressure. There is a Phillips screw on top of the motor, outside that can be turned. When on low psi setting it runs half-a-second repeatedly instead of one big surge and long pause. The water tends to surge from weak to weaker, but I use less water.
I will even go so far to get my wash cloth wet under the sink, soap it up before turning the shower head on. Seems like wetting the wash cloth under the shower head spray waste more water.

I have not seen shower heads that are adjustable for gpm. They exist? - JimK-NYExplorer IIMy answer is NO. I travel in the southwest in a truck camper with a 30 gallon tank. When water conservation is needed, which is most of the time, I try to use no more than 1 gallon of water per shower. A high pressure spray can run through that amount of water in less than 1 minute. Instead I wet down with a slow trickle of water, I soap up, and then rinse with a slightly higher volume of water but certainly not a high volume pressure spray. The Oxygenics or similar shower heads may use less water than a home shower turned on high, but they are still not suitable for conserving shower water.
