That's true.
However, same goes for CC mode. The voltage is always in a defined state.
When the PS is connected to the battery, the PS's voltage is Vbat + Vcable.
When the PS is disconnected from the battery while in CC mode it immediately switches to CV mode. The voltage goes up to the defined regulated set point. There's no hocus pocus. Nothing gets damaged.
