Based purely on what I saw with mine and what the battery voltage is I am going to assume that the voltage at the converter (on the circuit board) was instantly, or nearly instantly, brought up to ~14.4 and that is why the PD started cutting amperage.
While the battery didn't show the voltage, I bet the converter saw it. That's one of the reasons I was so shocked at the 0.39V drop just in the OEM supplied leads, so that's before it even leaves the converter.
