In June of 1990 I sent CARB a large manila envelope by FedEx. Inside was one typewritten sheet of paper
It is to be proposed that all employees of The California Air Resources Board be denied the privilege of commuting to and from place of employment by any means that consumes hydrocarbon fuel. The proposal shall include provisions for protective wear for employees during inclement weather. The mandate includes executive board members of CARB.
It cost about ten dollars. I did not receive a reply.
