Oh, but they are. Due to the fact that all Americans are imbeciles and unable to pour gasoline without either spillage or the release of toxic fumes into the air all gas cans will be outlawed. When you need to gas up your mower or generator you will either take the device to your local gas station or hire an EPA approved, licensed, and Hazmat compliant delivery service to bring gas to you and pour it for you. :B
