We still have the CARB-compliant vapor recovery hoses at EVERY gas pump here in The People's Republic. Of course, those were mandated due to older vehicles not having vapor recovery systems to minimize vapor loss upon refueling. Now mind you, those particular cars are now 40 years old and older - but I guess you never see them because "they only come out at night", when you can't see them, sneaking down the freeways, and spewing hydrocarbon vapors as they top-up in the dark of night, LOL! And one of the CARB legislative authors even had a fake pHD... The Kalifornia corruption just goes on and on.
