No grid power, the inverter disconnects from the solar
The grid tie inverter is a mandated safety device
A grid the system will not produce power and back feed and kill the linemen, during a power failure a grid tie house has no electricity, just like everybody else

I'm not meaning to encourage this idea, but want to note that if backfeeding the utility power was illegal, there are millions of solar systems out there in violation.
