Only if its bad.
The breaker may be working correctly, there could be an over current condition on that branch.
If you find a voltage drop when testing, disconnect one of the leads, let the breaker cool, and after about 15-30 minutes, measure the resistance across the terminals.
A low ohm reading means it reset and is working correctly - there is an excessive current draw in that branch.
I high ohm reading means the breaker is bad and needs to be replaced.
EDIT: Oh and don't replace any breaker with one that has a higher current rating or you could create a possible fire issue.
