[Problem Solved] A/C and ceiling fans not working....

Checked the switches, nothing thrown. Turned it off and back on (on 50 amp) at the post. TV and lights working, outlets working. But none of the fuses in the panel are lighting up. Only thing ...

Ok, what does this mean..... If I ground the black probe and touch the terminals on both sides individual (all 10 terminals) I get a 13'ish reading on the meter.
