Could it be that you have the dial turned all the way down to minimum? I do that when towing my little utility trailer to avoid locking the brakes and because that trailer doesn't need the braking.
The Prodigy is designed to do that to remind you that the trailer is plugged in but the voltage will always be 0. It only will do this when the dial is turned ALL the way to minimum.
