You should NEVER smell propane even around the tanks/valves.. You have a leak and need to find it. Once when I noticed my propane usage was higher than normal.. I couldn't figure it out, it even seemed that I was loosing propane when the valves were closed, never "smelled" the leak.. used soapy water and found that the tank was leaking around where the valve threads into the top of it. You need to find the leak.
Make up soapy water solution and put in a sprayer and spray down everything in the area.
