Black thing is an RFI filter toroid—a small inductor that blocks high frequencies in the RF band but allows lower ones (most notably, in this case, DC current) to pass. It's not essential for the LED operation, assuming a plain ordinary LED, but the RGB control box may misbehave without it when using the provided power supply (which is a little switching power supply and may not be the best filtered). It might also cause radio/TV interference without it. (Also be aware that the RGB control box very well could be destroyed by being connected in reverse polarity.)
If you wire it directly to the RV 12V system rather than using the power supply, it's immaterial whether you keep it or not. As with the others, I'd suggest wiring it to the 12V system and not using the power brick unless you have some very particular reason to do otherwise. I can't tell if that's what you're planning or not.
