The problem IS....that everybody in the world expects the socket to be DEAD when the switch is turned off......and just changing a burned out bulb can be dangerous to your health.
The solution, of course, is to do something so that NEITHER of the wires is subject to repeated rubbing.
It is fine to have a light energized all the time IF the circuit has a neutral to complete the circuit. When doing electrical work you should always hook up the neutral first and then the positive so current has someplace to go other than through you. When disconnecting a circuit remove the positive first and netural last. Lots of code requirements are for valid reasons.
