Yes, that is what I meant. I would drill holes, use an actual tap to thread the hole, and install a bolt in the hole.
Sheet metal screws are for sheet metal. I have used self tapping screws before, but pretty much only where I can't either tap the hole or use a bolt and nut. No doubt they are more convenient, but they are also less secure.
Steel buildings are made out of sheet metal. No wonder they're put together with sheet metal screws.
