I pull 50 amps from each leg on a regular basis and when I put my meter on the receptacle after he wires it it is a 240 VAC circuit with neutral and ground.
A Progressive EMS-HW50C will tell you what's being drawn on each leg. Add known loads to each leg and check the display. I like to turn on the two airs and other loads during set up to check the connections on the pedestal and beyond.
