Penalizing people who use grid-tie systems will only result in blowback.  What people will do then is have the system be changed to an off-grid configuration (charge controllers, batteries, inverters), and people will then have circuits in their homes that have no mains connections, or if there is a connection it would be to keep the solar batteries charged in case the panels were rendered inoperable.
Of course, the utilities can pass laws requiring all circuits to be connected to mains power in a house, but hopefully that might be a stumbling block.
