Are you asking about the small back plastic covers on the front wheels, or full-sized chrome covers? On mine, the full size covers came off with a pry bar, and are permanently vacationing in the garage. They are more trouble than they're worth. If there's a TPMS sender on the valve stem, the covers sometimes take the stem with them when they fly off on the road. The small black covers are part of the chassis, the larger ones are added by the coach builder, so there are different types.
Wheel covers, not Hub caps. - CharlesinGAExplorerThose look like Real Wheels Brand simulators (do they have a RWC decal in the center?)

If so, you remove the #3 phillips screws, and they come off.

Bought Sept 2015 with 18K miles on it, Prog Ind HW30C, Prog Dymanics PD4645, Chill Grille, PML/Yourcovers.com deep alum trans pan, AutoMeter 8558 trans temp gauge, Roadmaster sway bar, Fantastic Ultra Breeze hood, added OEM parabolic mirrors and RH aspherical mirror. - redanan2ExplorerYou could just remove the lugs and see if that hold them on.
Elaine - loggenrockExplorerLooks very similar to mine - imagine it just pops off. Those lug nuts on the outside are decoration only. My front ones do not have those 2 small screws that I appear to see on yours. They exist on my rear simulators, but do not need to be removed to remove the wheel simulator. Strongly recommend that "hubcap tool"! Do you have a Harbor Freight anywhere close? Bet they sell them, too. ST

- loggenrockExplorerOurs has stainless steel wheel "simulators" both front and back. These are held on just like a car hubcab - spring steel clips inside the edges. Easy to work with if you spend about $15 and get a "hubcap tool" online - part pry bar (bent at the correct angle) and part rubber mallet to replace them. I also added 2 zip-ties 180 degrees apart, since the Sprinter wheel is the style with MANY holes - just laced the zip-tie thru. No "structural", but in the event one began to loosen, this will keep it from flying off immediately.ST

- midnightsadieExplorer III have a sprinter chassis on a LTV MH coach the covers are screwed on with two screws. I changed them to bolts.
