Repeat Cummins 5.9 electric lift pump failures

We are installing Cummins part 5362273. We are also seeing .5 volt being supplied to the power wire with the key off which may be part of the issue we are looking for confirmation of that being normal on a know good set up if any one checked it or is willing to check and update on this post. Thanks
