Replace the LED with one that does not have a regulator..
The constant current regulator built in is generating a lot of RFI (Radio Frequency Interference) which is pretty darn hard to minimize or reduce.
The downside of this is the LEDs that do not have a constant current regulator may have a very narrow voltage range and may not tolerate the converter output voltages which can easily exceed 14.4V..
Good chance the fixture is sealed so in a nutshell you may have to replace the entire fixture.
