If the OP is going to use the exact panel in his second image, your statement depends on the wiring behind the front cover.
If the TT30 is on one leg and the GFCIs are on another, then you are correct. This is likely the case because there are 2 breakers. You can NOT have those 2 outlets running off of one leg.
The simple but kind of odd solution is, make up an adapter cable with a TT30 plug and a box holding the GFCI outlet.
