Strange, my PD fully charges my batts at 14.4-6.
If I had batts that wouldn't full charge at 14.8, I'd get rid of them.
I think you have a lot to learn about batteries.
If 15.3 is too hi, and 14.9 is too low, where do you want them to charge at ?
