Guys, I'm grateful for any answers. Just trying to provide all the details.
Mineral spirit - alright. Nobody heard of any "spirit" here where I am, other than "Espiritu Santo" - Saint Spirit. All the sources like Wiki are telling that paint thinner is the same, only smellier because less refined. Can I use it?
About incompatibility of methyl alcohol and Dicor - what puzzles me is that the same bubbling occurs on the painted bracket on screw heads - first photo. Less obvious, because the heads itself are bulging. The bracket was painted with oil paint Rustoleum the day before, - and cleaned with alcohol before painting, yes. No alcohol after painting. Oh, c'mon. Alcohol evaporates from aluminum in a mater of minutes, it doesn't react with metal.
Too thin Dicor - maybe. There is Dicor under the bracket on the first photo, and in all the screw holes, so the thickness of the bead on outside perimeter doesn't matter much. That bead was formed by Dicor pushed from under the bracket when I tightened the screws. I understand that a thick layer would stand to elements longer, but this doesn't worry me at the moment. The bubbling mostly occurs where the bead is thick, anyway.
